My father was born in either Kentucky or Tennessee. The name on his birth certificate was Buddy Dillard. We are unsure if this was his name given at birth or if it was chosen by the agency / orphanage. We did hear that he was part of a program at the University of Tennessee where women who were interested in learning childcare and homemaking skills worked with children brought in from an orphanage. My father was adopted at the age of one and a half years of age
