Searching on behalf of my brother. He was born in Brunswick, Maine, to a Navy family. The family transferred to Whidbey Island, WA, in late 1970/early 1971. William/Billy was moved to foster care where he lived until adoption when he had just turned two years old. My family adopted him in May '72. His adoption was through the State of Washington to my knowledge.
